    Some things to check...

Vented fuel tank cap not venting,

    Bad spark plug,

Grass, debris up in the flywheel houseing restricting movement of the governor

    Clogged air filter,

    Bad gas,

You might want to post more information...such as, the make and model of the mower AND the engine. Sounds like it's probably a Briggs engine?

You might try some Sea Foam, available where ever auto parts are sold. It's a great fuel system cleaner and fuel conditioner/stabilizer.

I'd lean towards a dirty air filter. A good way to check that out is to take out the filter and see how it runs without the filter.  Don't run it but just a minute or so without the filter as you could get some grass or dirt into the carburetor.   If it's an older B&S, it may be a sponge filter that requires a little oil in it.  Take it out and clean it up good with something that will disperse oil.  (I use gasoline, but that probably isn't the safest thing in the world to use.)  Let it sit in the open a couple hours to dry out.  Then put just a few drops of oil on it and work it into the sponge.  Replace the filter and you should be ready to go.

Next it is possible that the diaphragm under the carburetor is bad.
This requires removing fuel tank then removing the carburetor
from tank and replacing gasket and diaphragm and reinstalling.
While you have tank off remove gas and clean the tank out being
careful as to not get dirt into passages of carb to tank mount.

When it bogs down is the smoke coming from the exhaust black?  If so then there is too much fuel being sucked into the carb.  If it has been running fine and no large amount of white smoke and smell of burnt oil coming from the exhaust then it will be in the carb.  The carb needs to be taken apart to be cleaned thoroughly.  Also it would be a good time to take the pull cord housing off and clean the fins around the block.  This keeps the engine from overheating.  When you take the carb off make sure you have a rebuilt kit because yu will more than likely ruin the gasket between the carb and block.  Use a spray can of carb cleaner to clean out the jets.  Befroe you take the jets out, count the number of turns it takes to screw the jet to the top of the seat.  Be careful and don't overtighten.  Write that number down so you won't forget.  Take out the jets and spray the cleaner through the tube that comes with the can of cleaner.  Clean the rest of the carb and put the jets back in to the seat and cont the number of turns back out.  You should be good to go.
